The program, first announced in November's federal budget and confirmed in the annual immigration levels plan, will admit 33,000 foreign workers over two years.

Immigration Minister Lena Metlege Diab announced the launch in early March, though detailed eligibility criteria and application procedures are expected in April. The initiative targets temporary workers already employed in Canada within specific in-demand sectors, with particular emphasis on those living and working in rural areas.

This move comes as tens of thousands of temporary residents face expiring status across the country. Unlike traditional pathways that require separate applications and months of processing, this one-time measure offers workers already contributing to the Canadian economy a more direct transition to permanent residence.

Experts view this as a recognition that temporary residents fill genuine labor gaps Canada cannot meet domestically. The timing is significant, coming after years of restrictions on temporary resident admissions. In 2025 alone, international student admissions dropped 60 percent and temporary foreign worker admissions fell 47 percent compared to 2024.

Prospective applicants are advised to prepare documentation in advance, including official language test results and proof of education credentials, as these will likely be required when full details emerge in April.
