International students got a rare dose of certainty in January 2026 when it was announced the list of programs qualifying for a Post-Graduation Work Permit would not change this year. Here is what that means and what still changes.

International students planning their Canadian studies received one piece of stable ground this year: the list of programs eligible for a Post-Graduation Work Permit will not be updated or expanded in 2026.

The freeze applies to the field of study requirements introduced in November 2024, which limited PGWP eligibility to graduates of programs in high-demand sectors including healthcare, STEM, agriculture, and trades at colleges, and all master's and doctoral programs at universities.

Why the Freeze Is Actually Good News

The PGWP eligibility rules have changed multiple times over the past three years. The 2026 freeze gives students currently enrolled, and those choosing programs now for 2027 intake, a reliable basis on which to plan. Applicants can expect their program's eligibility status to remain unchanged through the end of the year.

What Has Not Changed

The freeze does not affect the maximum PGWP duration rules, which remain tied to the length of the study program. It also does not affect the study permit cap for new international students, which has been reduced sharply from 2023 and 2024 levels. Study permit allocations for 2026 remain constrained.

Planning Ahead

Students considering programs beginning in September 2026 should confirm their institution's DLI status and ensure the specific program is included in the eligible fields of study list before making enrollment decisions. College programs in trades, technology, and healthcare remain the safest choices for PGWP eligibility.
