A temporary policy that allowed eligible Iranian nationals in Canada to obtain open work permits expired on March 1, 2026. The policy had been in place since 2022 in response to the civil unrest and political instability in Iran following the death of Mahsa Amini and the subsequent crackdown on protesters.

What the Policy Did

The special measure allowed Iranian nationals currently in Canada who met specific criteria to apply for an open work permit not tied to a specific employer. This provided flexibility for workers who were unable to safely return to Iran, and who needed employment authorization that did not depend on a specific employer maintaining their permit.

Who Is Affected by the Expiry

Iranian nationals whose open work permits were issued under this special measure and whose permits expire after March 1, 2026 are not affected during the validity of their current permit. However, those who had not yet applied, or whose permits have already expired, no longer have access to the special program.

Available Alternatives

Employers must now revert to standard work permit authorization mechanisms for Iranian workers, including LMIA-based work permits, LMIA-exempt pathways under the International Mobility Program, or arrangements tied to valid job offers. Workers who believe they are at risk upon return to Iran may also explore humanitarian and compassionate considerations or refugee protection claims.
