Who Qualifies as a Senior Manager

The draw targeted NOC codes for senior management occupations, broadly defined as individuals who direct and oversee organizations or major departments. This includes CEOs, COOs, CFOs, vice-presidents, and equivalent roles across public and private sector organizations. Candidates needed both the qualifying occupation and documented Canadian work experience.

Why the Low CRS Score

Category-based draws for specific occupations or characteristics are designed to capture specialized talent that might not score at the top of the general pool. Senior managers with deep Canadian work experience may not have high language test scores or recent educational credentials, which drive much of the CRS calculation. The low threshold reflects the targeted nature of the draw.

This draw is one of several in 2026 that reflect Ottawa's Talent Attraction Strategy: bringing in senior talent and experienced professionals already integrated into the Canadian economy, rather than competing purely on CRS point accumulation.
