Canada Fast-Tracks Work Permits for Healthcare and Agriculture Workers

Canada has introduced expedited work permit processing for foreign nationals in healthcare and agriculture, two sectors facing the most acute labour shortages as 300,000 permits expire across early 2026.

As hundreds of thousands of work permits expire across Canada in the first quarter of 2026, the federal government has introduced priority processing measures for foreign workers in healthcare and agriculture, recognizing that disruptions in these sectors carry the highest risk to Canadians.

Healthcare: The Highest Priority

Long-term care facilities, hospitals, and home care providers have been vocal about the risk of losing foreign workers who are waiting on permit renewals. IRCC has designated healthcare and social services occupations as a priority processing category, with a target turnaround of 30 days for complete renewal applications in these fields.

Eligible occupations include personal support workers, registered practical nurses, licensed practical nurses, medical laboratory technicians, and home support workers. Employers in these sectors should submit renewal applications as early as 90 days before permit expiry to take advantage of priority processing.

Agriculture: Protecting the Food Supply

The Seasonal Agricultural Worker Program and the Agri-Food Pilot are both subject to expedited pathways in 2026. Agricultural employers face compounded challenges: seasonal demand spikes collide with the permit expiry wave in the same window. IRCC has committed to processing renewals and new permits for agricultural workers in under 15 business days for employers using the online portal with complete documentation.

What Employers Should Do

Submit renewal applications through the employer portal rather than paper-based processes. Include a clear indication of the occupation sector in the application cover note. Ensure all documentation, including LMIA copies, job offer letters, and worker identification, is current and complete at the time of submission.
