No press conference. No fanfare. Just a quiet policy shift buried in a 67-page government document that could change the lives of tens of thousands of people already living and working across Canada.

The federal government has confirmed the soft launch of a new Temporary Resident to Permanent Resident pathway for 2026, with capacity for up to 33,000 temporary foreign workers to receive permanent residency over the next two years.

Who Is This For

The pathway specifically targets workers who have already established roots in Canada: people paying taxes, contributing to local communities, and filling gaps in sectors where Canada needs long-term labour. These 33,000 spots are in addition to Canada's regular permanent residence targets, not carved out of existing programs.

The Scale of the Problem Being Solved

Approximately 1.9 million temporary residents are expected to see their permits expire in 2026 alone. Over 314,000 work permits were set to expire in just the first three months of the year. This TR to PR initiative is designed to give that transition a structured, dignified pathway.

What We Know So Far

Minister Diab has indicated that full program details will be released in April 2026, including specific eligibility criteria, occupation lists, and application procedures. What is confirmed is the 33,000-person commitment and the two-year window spanning 2026 and 2027.
